Volume I:

Spoiler :
It is a general truism of this world that anything long divided will surely unite, and anything long united will surely divide. This has been so since antiquity.
Now that China is in ruins, one must come to unite it, and that one is certainly Ma Teng, the leader of our mighty faction. Who can best him in strength? So I assure the people of Liangzhou, that unless some grave tragedy befalls our benevolent ruler, it will be he, and he alone who unites the warring states.
His beliefs are strong; he follows the philosophy of Daoism, and advocates his Belief with fervor so strong, that it's like can scarcely be found.
And as to his belief? At the moment, he advocates Division, the belief that all factions should stay seperate, and rule themselves. Of course, if all China is Liangzhou Faction....
See, oh stranger, his lands! Has any noble ever commanded so much? All shall fall before the mighty Ma Teng! Now Ma Teng, in addition to his fearless warriors, has the aid of one whose blade is unequaled. Pang De, the Lord of Horses.
All hail, Ma Teng!

Now, having proclaimed the might of Ma Teng, I turn to other affairs.
Seeking to improve the might of Liangzhou, Ma Teng has commanded his sages to begin the study of construction and architecture.
In addition, he has signed agreements with Han Sui, our neighbor, granting both factions right of passage in each other's lands.
To the indignation of all, we have received news that Li Jue holds Emperor Xian captive! (Caragus: The gold star next to the Li Jue's name indicates he has the emperor.) Furthermore, he has converted to the disgraceful belief of Rebellion! Did ever a warlord have such ambition?
Better news has come from Wu Wei; Ma Chao, son of Ma Teng, has come of age! It is said that Ma Chao is a mightier warrior then even his father!
Then, to testify to his greatness, Ma Teng began the construction of his tomb, building a massive Terracotta Army to protect him in the afterlife. Unfortuanately, this required large amounts of peasant labor, causing slight unrest among his subjects. After the construction of his tomb, he began finding grazing grounds and pastures for the nomads that make up much of our glorious faction.
Liangzhou has seen much cultural growth as well, and our population is growing steadily.
After mastering the art of high-rise structures, Ma Teng ordered our finest soldiers to begin the developement of the skill of swordsmanship.
In the mean time, Pang De mastered the art of the Flying Wedge Formation, after much training in the Art of War. Ma Chao, meanwhile, developed a system that allowed a cavalry charge to do maximum damage, vastly increasing the potency of out armies.
After many days of study and meditation, our sword masters developed Dao, the Art of the Sword. Ma Teng then ordered the sages to begin unlocking the secrets of the Celestial Masters.
At this time, Ma Teng was highly fond of training in his spare time, and grew very adept with his blade.
It was then that we met Yang Feng, leader of the Yellow Turban group the White Wave Army! Many said we ought to slay the rebels then and there, but the fact that they were a long distance away and posed no threat stayed Ma Teng's hand. Instead, he decided to sign an open borders agreement, and deal with the rebels later.
Ma Teng, then realizing the need for a work force, formed a worker unit to improve the land around Liangzhou. As of yet, they have not received any commands.

These are the Chronicles of Kongming, First Volume.

Volume II:

Spoiler :
Wu Wei is in chaos! The peasants have risen up, and attacked Ma Teng!
The revolution began when a renegade soldier named Christos Lee led 6,000 peasants in an assault on Ma Teng's troops, with the aid of one Nigh Ture, a farmer. They were met by 9,000 cavalry, led by Ma Teng himself, with Ma Chao beside him. Things were looking black for the revolt, when the merchant Chen Yi arrived, at the head of 7,000 rebels! Ma Teng and his son were captured, and the soldiers surrendered to the peasant army.
Then Christos Lee, swelled with his victory, went forward to claim the crown of Liangzhou. But, alas, it was not to be. His troops, driven mad by their victory, began to riot, looting the houses of the social elite, and sometimes even killing their owners. Likewise, several manors of rich nobles have been burned my peasants soaked with hatred for the rich.
One manor, that of Li Hao Shi, was only saved from a fiery fate by the intervention of Shao Yu, who, with his band of men, heroically held off the rioting peasants.
There were also revolts in the cities of An Ding and Tian Shui. In Tian Shui, the 1,000 rebels were crushed by Pang De, leading the garrison of 3,000 archers. In An Ding, a meager force of 6,000 soldiers valiantly held off a force of 13,000 rebels, till Pang De arrived with reinforcements.
So this is the state of China: Wu Wei is in the hands of Christos Lee, while his troops riot throughout the countryside. Chen Yi remains in control of his troops. An Ding and Tian Shui are in the hands of Pang De, who has broken any traces of rebellion left in them, and Ma Teng and his son, Ma Chao, are in prison.
Before the revolt, one Lobsang set up a Buddhist worshipping site on his farm, but it has not had many visitors, due to the rebellion. Also, a merchant named Strizu Hao was granted the position of Wise Teacher, but with Ma Teng deposed, not much is likely to come of this.
These are the Chronicles of Kongming, Second Volume.

Volume III:

Spoiler :
I last wrote of the great chaos, and how one Christos Lee came out on top. Let me first speak of this ruler and his reign. Below is a portrait of King Lee after enjoying the fruits of kingships for several days:
Now this King Lee was the most tyrannical of kings. After taking the throne, he ordered a nationwide purge of any who disagreed with him. Gangs of his followers dragged rich men off the street, killing them, sometimes after torturing them almost to death, and robbing them. Other bands of men pillaged rich manors. One of these, 200 strong, was dispatched on personal orders from King Lee, to arrest Li Hao Shi, and his guest, Shao Yu.
Meanwhile, a craftsman named He Zong was elevated to a high position in the court. He is waiting for orders.
Li Hao Shi, hearing the news about the attack, sent the refugees under his care to one Lobsang, a Buddhist farmer, and prepared for the attack. And it was ferocious. By the end of the battle, King Lee's men were dead, while Li Hao Shi had sustained 214 casualties, out of his 1,000 men.
Strizu Hao, appointed in charge of the production of Wu Wei, put together another worker unit, as well as many horsemen.
Meanwhile, Pang De, hearing of the cruelties being perpitrated in King Lee's court, refused the offer of King Lee, and began preparing for war.
Somehow, the sages managed to continue their studies in this chaotic period, and after divining the secrets of Military Advisors, began developing a Code of Laws.
That was when Ma Dai, Ma Teng's nephew, known for his skill with the lance, came of age. He managed to avoid the gaze of King Lee, however, and remained free.
More cavalry were mobilized, and many of King Lee's foes began to be worried.
That was when Li Jue, the rebel who held the emperor hostage, made arrogant demands. King Lee's response was a drunken rage, as he ordered Li Jue's messenger to be beheaded.
When the bands of men ravaging the countryside heard of the defeat at the hands of Li Hao Shi, and where he had sent the rich fugitives, mobbed the holy place Lobsang had set up, intending to burn it down, after trapping the fugitives in it. When Lobsang heard of their coming, he and the fugitives prayed earnestly to Buddha to save them. As the temple went up in flames, Buddha heard their prayer, and sent rain from heaven. The rioters were filled with holy fear, and many layed down their weapons, and begged Lobsang to teach them the true way.
In Wu Wei, Strizu Hao opened a weapons shop, and managed to accumulate 69 gold from it.
Meanwhile, in the court of King Lee, the slaughter continued, as people who opposed him were executed by the dozens by his personal order.
Then, a savior rose. Pang De, enraged at the mistreatment of the Liangzhou people, enlisted the help of Chen Yi, and with a force of 21,000 soldiers, swept into Wu Wei. King Lee smugly summoned his troops, to find, to his horror, that they had gone over to Pang De. Even so, he managed to raise 14,000 peasants to his cause, and the fight was bloody. In the end, however, King Lee was defeated, and Pang De declared Chen Yi king of Liangzhou, while the former King Lee was cast into prison. Ma Teng and Ma Chao were released, and both of them, along with Pang De and Ma Dai, pledged their allegiance to King Yi. A portrait of King Yi is below.
After the battle, a man named Nigh Ture offered aid to the wounded, and healed many wounds. Thus ended the Reign of Terror, as the historians now call it.
All hail, King Yi!
These are the Chronicles of Kongming, Third Volume.

Volume IV:

Spoiler :
So begins the glorious Reign of Renewal. With King Yi at our head, our faction will go to glorious new heights.
But it is the great truth of life, that a wise king, in ruling his people fairly, will make enemies. And so it is now. But what matters is not what obstacles rise up in the path of King Yi, but how he deals with them.
The first of these was the appearance of a band of barbaric Mongols on our border. Inferring that they were probably Xianbei, Shao Yu rode out to meet them, on a pony he had bought for 18 gold, (Strizu Hao bought a horse for the same price) and convince them to move on. Luck was not with Shao Yu, however, as he rode out and found that they were in fact Xiongnu. He managed to beat a hasty retreat, and came out without injury.
On hearing the news of the Xiongnu, King Yi commanded Ma Chao and Ma Dai to each take a cavalry division, and crush the barbarians. So the two cousins rode out together.
On the eave of the battle, both wished to be the one to lead the charge, so they drew lots. And the lot fell to Ma Chao. So he fell upon the Xiongnu, and they were routed, the survivors fleeng into the desert.
Then, news came that Christos Lee had attempted to break out of jail. The guard bravely foiled his attempt, however, and he remains secure.
Having developed the art of creating a Code of Laws (which has yet to be written by our dear King Yi), the sages began studying the Ancient Dictionary.
After the miracle of the rain, Lobsang began his preaching, to both the former fugitives and the stunned rioters, and many of them became his disciples. They also teamed together, and built a bigger, more magnificent temple on his farm.
Also, Nigh Ture, governor of Tian Shui, fed many who had no food, and many of them expressed the desire to become his tenants. They are appealing to King Yi to make Nigh Ture's farm a fief, and allow them to be his tenants.
Again, the Xiongnu appeared on the borders, this time being repelled by Ma Dai.
Then, attracted by the glory of Liangzhou, another Great Craftsman took up residence in Wu Wei. His name was Zhao Da, and it is said he is trying to measure the circumference of the earth!
King Yi, seeing the state of the homeless, poured out much of his taxes, and managed to rebuild the homes of the beggars, ending the crisis.
That was when the greatest trial Liangzhou has yet faced came upon us. A messenger came from Li Jue, bringing a message of war! Li Jue, hating the virtue of King Yi, and jealous of his herds and many farms, was intent on ruling over Liangzhou! To many this was tidings of grief, but the Ma Clan, hearing the news, rejoiced, having desired to slay the rebel since he had dared touch Emperor Xian.
More Xiongnu were dispatched by Ma Dai.
That was when the soldiers of Li Jue were spotted near An Ding! Unfortunately, the worker did not notice that there were Xiongnu nearby, and was subsequently slain. (Caragus: )
Meanwhile, an envoy came from one Zhang Lu, head of the Rice Taoists. He seemed willing, if a little on the cautious side, to be friends.
So what shall happen? We know that King Yi has many troops, and hopefully his generals shall not quail.
These are the Chronicles of Kongming, Fourth Volume.

Volume V:

Spoiler :
I was telling you of the first of the wars of Liangzhou; a war against the foul rebel Li Jue, who held the Emperor prisoner in Chang An. On hearing the news of the war, King Yi was filled with righteous wrath towards Li Jue, and ordered the forming of legions, and the levying of troops. Ma Teng and Pang De were quick to bring together a host of cavalry under their command.
The levy took place in Wu Wei and Tian Shui, reducing their population, and on the hamlet outside An Ding. The levied troops were brought together in An Ding, ready to march.
The cavalry stationed in An Ding quickly took out the Xiongnu who had slain the worker, to prevent the pillaging of more improvements.
That was when the blow fell. A messenger came from the Rice Taoist leader, Zhang Lu. He had declared war on us!
At the same time, troops under the command of several famous leaders were marching towards An Ding. They turned, however, and instead garrisoned Chang An.
Having mastered the Ancient Dictionary, our scholars turned their attention to State Monopoly.
Shao Yu, a warrior who had distinguished himself against King Lee in the Reign of Terror, requested command of a small division. His request was backed by Li Hao Shi, and it was granted. He was given command of his own spearman, along with a crossbowman, and some light cavalry.
The army was finally ready to march! Seeing a scout of Zhang Lu on the borders, Ma Teng's vengeance was swift.
For reasons unknown, Li Jue appeared to be abandoning Chang An to it's fate. He left a small force of crossbowman and halberdiers to defend it.
Our crossbowman in An Ding killed more barbarians, this time Xianbei.
Envoys came from the Heishan Bandits, led by one Zhang Yan. King Yi was rightfully cautious of making friends of such men.
Then the battle began. Wave after wave of our glorious troops smashed into the enemy ranks. With Ma Chao, Ma Teng, Ma Dai, and Pang De it was no contest. With minimal casualties, we entered Chang An.
Then, joy of joys! The Emperor is safe!
But the battle was not over yet. Several of Li Jue's generals were out in the open, making it a perfect time to attack. This we did, scattering the full force of Li Jue to the winds.
Emperor Xian, Beloved of Heaven was kept in Chang An till King Yi could decide what to do with him.
More Xiongnu were slain at Wu Wei.
With the experience gained in the Battle of Chang An, Ma Chao perfected his blade work, making him an even more formidable opponent. His legion also reaped the benefits of the battle.
Pang De, also inspired by the slaughter, developed a formation dubbed 'The Iron Wall', a technique enabling a legion to soak up far more damage without injury. His legion also gained much experience.
Ma Teng and his legion also gained experience, making them terrifying foes.
That was when the following message was intercepted. A man was trying to smuggle it to Christos Lee.

Die, dog! I do not make bargains with fools. Do not expect a warm greeting when I conquer Wu Wei!
-Li Jue

The people of Liangzhou are outraged, many of them taking this as evidence of an attempted pact with the rebels.
After the battle of Chang An, a man named Fang Zi-An traveled to Han Sui's court, looking for trading opportunities. He was informed that he would be payed 100 gold if he would take a trade caravan to the city of Shang Dang, ruled by Zhang Yang, who lives directly east of the Heishan Bandits. He also informed Fang Zi-An that he once came across Feng Tong in the city of Luo Yang.
Finally, Lobsang traveled to the land of Han Sui to spread the words of Buddha, but found out that they already knew them. They still treated him with much respect, as a wise teacher.
These are the Chronicles of Kongming, Fifth Volume.

Volume VI:

Spoiler :
Now Fang Zi-An, accepting the offer from Han Sui to lead a caravan to Shang Dang, also accepted the membership of Li Hao Shi and He Zong into the caravan, as they wished to gain the sponsorship of faction leaders for the He Zong Academy. They set out, hoping to avoid Li Jue to the north.
More Xiongnu were slain by the cavalry defending Wu Wei. These Xiongnu were better armed then the former ones.
It was King Yi's great desire that Emperor Xian be brought to the safety of Wu Wei, there to rebuild his court. Emperor Xian was willing, so Shao Yu and his men proceeded to escort the Emperor west. Shao Yu took this opportunity to become friendly with his men, and they grew to respect him. Better still, Emperor Xian was touched by his humble attitude, and bestowed on him the title of 'General who Subdues the East'.
Liangzhou then was pleased to welcome a dignitary from the south, one Liu Zhang, who happened to be a deadly foe of Zhang Lu. This common hatred caused him to look with favor upon King Yi.
Seeing the Rice Taoist forces moving through the borders, Ma Teng grabbed his blade, mustered his troops, and felled a core of the attackers. He proceeded to again attack the fleeing troops and......lost.
He escaped, and Pang De was quick to avenge him.
Ma Dai joined the assault, further routing the Rice Taoists.
Meanwhile, the Fang Zi-An expedition barely escaped being eaten by a ballista. That ballista would continue to follow them, making the journey annoying.
Lobsang built a temple in Han Sui's capital, and it is said that Han Sui himself worships there.
Ma Dai, rejoicing over his victory over the Rice Taoists, used his experience to develope the art of logistics.
Then he and Pang De proceeded to finish off the tattered wreck of Zhang Lu's army.
A group of light cavalry was ambushed and slain by Li Jue's royal guard. Enraged, Ma Teng formed another legion to 'fix' Li Jue's mistake.
Hearing of Ma Teng's coming, the royal guard arrogantly assaulted his cavalry. The battle was quick, and in Ma Teng's case, bloodless.
In Chang An, Nigh Ture, one of the commanders, followed Shao Yu's example, living among the men, and proceeding with a humble attitude. This impressed the farmers and serfs among his army greatly, but alienated the soldiers from the higher classes.
Meanwhile, the Fang Zi-An expedition reached the borders of the Heishan Bandits. They weren't far from Shang Dang now.
Strizu Hao, seeking to improve the Chinese's knowledge of the world, agreed to aid Zhao Da in his measurements. He has set out towards the eastern sea.
Emperor Xian safely arrived in Wu Wei, and settled down there. After he had been there a while, a most despicable thing happened. While the Emperor sat at table with King Yi, a shadowy figure fired a crossbow at King Yi, hitting him in the shoulder. At the moment, King Yi is still in a coma, and it is unknown how he will fare. In the absence of Li Hao Shi and Strizu Hao, Emperor Xian has made Shao Yu regent. The assassin escaped.
These are the Chronicles of Kongming, Sixth Volume.

Volume VII:

Spoiler :
I was speaking of the restoration of the Emperor, and how King Yi was felled by a treacherous foe.
Now Strizu Hao, hearing of the attempted assassination, rode back to Wu Wei and bravely pursued the assassin. The assassin managed to evade him, and escaped.
While King Yi lay in a coma on his bed, another figure crept into his bedchamber, and attempted to slit his throat. King Yi, just in time, came awake, and, seeing the figure above him, seized his dao, and ran the assassin through. His aides, hearing the resulting scream, entered the bedchamber. Seeing them, King Yi stated "He who attempts to slay the virtuous sows the seeds of his own destruction." This saying has passed into legend.
Unfortunately, King Yi suffered from a breakdown due to the shock of his recent wound, and the second attempt at assassination, and is unable to govern his realm. Shao Yu continues to act as regent, on order of Emperor Xian.
When the body of the dead assassin was searched, Shao Yu found a note saying "The gods punish those who betray and take things from their friends. The gods cannot forgive those who, even if they had a very good reason, betray their friends." It appears to have been intended for placement on the king's corpse once the man did the deed.
Meanwhile, the Fang Zi-An expedition was foiled, by a wide river blocking the way to Shang Dang. They could find no ford or ferry, and all attempts to cross it failed. They continued to search for a way around the river.
A party of dignitaries visited Wu Wei, from the feared warlord Lu Bu, and governor Kong Rong.
Having ordered the taking of Ping Yi, A force of soldiers led by Ma Teng and Ma Dai assaulted the walls. They were beaten back, however, with heavy losses.
Filled with vengeance for their defeat, Ma Dai let out some of his wrath on a ballista passing near the city.
Fang Zi-An continued to be baffled by the river.
Dong Feng, a famous craftsman, joined Wu Wei. Fortunately, he did not have any needs that required quests.
With the iron gained at Chang An, the first siege swordsmen were outfitted.
The second battle for Ping Yi raged, culminating in an eventual Liangzhou victory. During the melee, the brave warrior Nigh Ture single-handedly held off a score of Li Jue's royal guard. He is being hailed as a hero.
Speaking of Nigh Ture, he recently dismissed the upper class soldiers from his regiment, stating 'The governor, Nigh Ture, requests that only people who are glad to serve him to join the army'. The common soldiers loved him for this, and are proclaiming themselves 'The Peoples Liberation Army'.
Envoys came in from Zang Ba, leader of the foul Mount Tai Bandits.
Finally, Lobsang was made an official by Shao Yu. Also, Shao Yu, in what the common people consider the virtuous act of the age, poured out the taxes into rebuilding ravaged homes, repairing the Imperial Confucian academies, allowing them to be once again used for the schooling of the people. He also paid out the sum of 10 gold to both Nigh Ture and Strizu Hao; the first payment they have got for their services as governor. He kept a mere 10 gold for himself, the rest going into the royal treasury (better known as King Yi's pocket).
These are the Chronicles of Kongming, Seventh Volume.

Volume VIII:

Spoiler :
In this age, as attempted assassinations, war, and treachery are rife, many people must find one figurehead, a man of virtue and honor, to unite under. This is true, and is happening.
After the chaotic attacks on King Yi, the people of Liangzhou were shocked to find that the following message had been intercepted by the prison guards, as a man attempted to smuggle it out with the prison laundry. The man is being held for questioning.
'Try to assasin once again king Yi. This time i will say the assasin that if he fails, he will try to burn down the entire building, so even if he fails Yi might be killed by the fire. At the same time i sent a second assasin to assasinate the guards and let me escape from prison. Then i will go into hiding and gather peasants who dont like the rich men and tell them to rise up and revolt.'
The people of Liangzhou are very angry at this appearance of a mass conspiracy against King Yi.
Christos Lee, despite mass public opinion stating otherwise, continues to deny any connection with the assassinations, stating that he will kill the assassin. Unfortunately, he can't begin search for him, as there is the small matter of locked doors and barred windows.
Regent Shao Yu, realizing desperate forces were working against King Yi, contacted the Chen Clan, and had them pick out trusted men as a bodyguard for King Yi. They found two: Chen Cai and Chen Liang, both of whom are known for their prowess in battle. Shao Yu also assigned the Imperial Physician to work on King Yi night and day till he is well.
Meanwhile, shadowy figures destroyed the iron mine near Chang An. Li Jue is suspected.
Some Xianbei were slain near Ping Yi.
And Liu Zhang now hates us.
Seeing the need for iron, Ma Chao slew some Rice Taoists camping out near the spot, and a worker was dispatched.
After the finest military minds in Liangzhou managed to set up Professional Armies, the sages, following King Yi's last orders, began studying the Eight Diagrams.
Lobsang, still a devout Buddhist, has funded the building of a Buddhist temple in An Ding. It cost him 76 gold.
Lu Bu exposes his hypocrisy, as he fails to be indifferent about our indifference to adopting Indifference.
The Fang Zi-An expedition heads north, hoping to find a way around the river. Instead, they find Yun Zhong.
Our Xiongnu slayers run up against halberdiers and spearmen. Despite minor worries, they prove to be no contest.
Fang Zi-An sees Wu Yuan, but still can find no ford.
Li Hao Shi, aboard the Fang Zi-An expedition, has suggested that He Zong build his marvelous academy in Chang An. He Zong has stated that he does not care where it is, so long as it exists. He then, content that He Zong was doing well, returned to his manor, and taught the students anticipating the academy.
Now Liangzhou rejoices! Mighty King Yi is restored to health, and ready to reassume control of the government! The people greet their restored king with a touching amount of joy!
Shao Yu's last action as Regent was to divide up the taxes. He spent 180 gold on various contributions to the war effort. He then paid a 10 gold salary to each of the governors, and to himself. The remaining 40 gold was given to King Yi.

What type of actions the players can do?

Also how the players decide what will happen in the game?

Also i edited my post and i am a Soldier now.

You can do pretty much anything within reason. Your chances of success will depend on how credible the action is, though, so I wouldn't advise attempting superhuman feats. Oh, and nothing supernatural.
I don't understand your second question.

I mean who will decide what a city will product or the diplomacy?

At first, the NPC ruler Ma Teng will. He will most likely be eventually overthrown, then the new chief will.

Will you decide the success with dice rolls? It's an interesting idea. You could change the success/failure limit according to traits, items and other things.
