As per pigswill's proposal, I'd also prefer Rocketry via Flight (for the Airports and Bombers) rather than Artillery.
Free Speech vs. Bureaucracy might be a bit of a 'coin toss' given that we've put both Wall Street and Oxford Uni' in our capital. I'm happy to go with Free Speech however as I've only glanced at the comparative numbers.
