There was a History Channel show about him that talked about his nasty habit of going to the ballet, then returning home to sign thousands of names to kill. It sounds almost fictional, but he just wrote names down, sometimes not even satisfied with the number of names and writing for several thousand random people to be killed. We Americans were responsible for the most successful genocide in history, however. That against the Native Americans.

EDIT: Leaders.

Yeah, but I'm not sure if the 20 million that starved from the failure of the Great Leap forward should actually count. Granted, it was his fault, but it wasn't outright killing like that of Stalin, Hitler, or Pol Pot.The Last Conformist said:If we stick to people done to death outside of actual warzones, Stalin or Mao has the be the winner by absolute numbers.
There were quite a few warmongers in that episodeantonio said:It could be agrued Charles I of England because he argubly started the English civil war which killed a higher percentage of people in Britain then any other war in British history.

I don't even think Mao is evil enough to be considered.
