In my opinion is Lord Sidious aka Palpatine aka The Emperor of Star Wars
He is vicious, cunning, insidious (that's the name's origin:P), cold-hearted, puppet-master in all the stories and it's only objective is supreme power and imortality. When I first saw Vader at Episode IV, I thought that it could not exist a more evil and cold-hearted villian than that. Until I saw Episode VI and saw the Emperor. And that Lightening is cool. 8)

Then I consider Lord Voldemort from Harry Potter novels.
He is evil, manipulator, cunning, very determined, doesn't looks at means to reach his ends, has a powerfull army of followers (Dark Wizards, Werewolfs, Corpses and Dementors) and he cut out his soul in 7 pieces so he could guard every piece in a different place, so when he died he could ressurect. He is also Racist and kills everyone in his way. He is the most powerfull wizard in harry potter world.

I see much in common between these villians (they are also my favourite). They are both afraid of death and try to achive immortality.

Other villians I consider very evil:
Sauron
Krang
 
Based on the symbolism of the matter, I would have to agree with Ayn Rand. It is Robin Hood.
 
Palpatine is definatly at the top....

Darth Vader went good in the end, but is worth mention.

I love (to hate) the Gestapo agent from Raiders of the Lost Ark, he is so creepy....

Jack Torrence from the Shining was good, but diffrent kind of evil, Jack Nicholson as the Joker in Batman was also very good....

Alex De Large in a Clock Work Orange is pretty messed up

Hal 9000 in 2001: A Space Odessy was neat too

Private Pyle, and Sergent Hartmen in Full Metal Jack...Not quite villians but both scary as hell....Gotta love Kubrick.

I never liked Sauron much....I mean he was plenty evil, but he was never given enough of a personality to be much of a real villian...He was barley even a character

Voldemort, Ming the Merciless, Lefty Scaevola, Monty Burns and Amon Goethe (as portrayed by Fiennes) and Dracula are all contenders. But there can only be one... :ack:

gotta say saurons fairly bad, the implied things which he is meant to have done are fairly horrific

I have to go with Fallen Angel Lord in asserting that Melkor is worse than Sauron, but since he's in a book rather than a movie, most people are going to be unaware of him.
