The Motherland Calls for Modders?

I was wondering.. as far as we know Brave New World wasn't bothered to pay for the depicition of the Motherland Call statue due to the copyright (as was confirmed by the devs).

But I'm wondering, are modders actually allowed to "put" it in the game? Seeing as they won't charge money for the content.

IIRC yes, as long as you don't receive any benefits by offering it.

E.g. combining the mod with a "donate for the modder" would be considered a legal infringement.

However, the copyright holder can still force them to remove their content, even if the modder doesn't charge anything.
