I never said I was going to veto you attacking Pakistan, namely because its not like I can prevent you from doing it anyway so there is no point vetoing.

What I am saying is that you will need to go to the other IRA people if you do not want to be automatically expelled as per your agreement. Go get the other two onside and the papacy will likely just say "whatever" and give a nihil obstat, so long as you avoid war crimes, nukes, and all the other usual abominations.

I suppose the problem of Pakistan having a pro-takruri government needs to be considered. It is quite possible (and not inconceivable from papal experience) for an NGO to hold governance there under a public facade, but Takrur as is natural is honour bound to defend its allied states.

Perhaps China and Takrur can come to some sort of arrangement in regards to dealing with NGO's in Takrur's associated states to resolve this problem without war.?

I decided to do something new with the PUB-GUNS dispute over leadership. Well not so much 'new', I'm adopting an idea from an older IOT. Basically, there are 3 major 'players' in the PUB organistion, which will move around the world semi-randomly each turn. They will have a chance of being affected by what is happening in that country, and if discovered the leader of that country will have to determine what to do with them. Supporting them will increase the chances of them returning to power, turning them over to GUNS will destroy that piece and reduce the chance of a PUB comeback, whilst leaving them alone will do nothing in particualar. You can also chose to offer them aid (just RP-wise, no actual money) from afar even if you don't encounter them. This will increase their chances of returning to power.

The peices are as follows:

Awesome McCoolname- Former Ambassador to Coruscant, McCoolname is the founder and leader of the government in exile
The Shadow Council- A group of high ranking Exiles who proivde further high level leadership for the PUB loyalists
SIS-003 Silent Death- A loyalist nuclear submarine containing a number of Missiles. Cannot dock without permission, and if denied permission for 3 turns will be uncovered and recaptured.

The nation of Pakistan is indeed part of the Takruri sphere. We do not permit any aggressive actions against it. It is not under control of an NGO, so there is no justification for any attack. And even if it were under NGO control, the nation is still de jure an ally. In any case, any NGO coup in Pakistan would be foremost an issue of Takrur and INTERPOL, not China.
