Meh, just add a Civ Editor same as SMAC:AC added the Faction Editor. All they'd need to do then is create a dozen generic leaderheads and generic greetings...

I wonder what the Firaxians would start with in Civ4... There's no Singularity Engine, after all.

Huh? Franco's not in the game, at least, not the main game, nor was he in any previous incarnation of Civ to my knowledge.
