Here in America we have a saying: "Necessity is the mother of invention." War creates necessity, be it for better medicine, bigger bombs, or faster guns. That has been a constant throughout history. Peacetime scientific research is generally aimless wandering through the halls of knowledge, and is mostly without profit or progress. Check the history books.

The Cold War was really the final showdown between two basic economic priciples: Communism and Capitalism. We all know which one won. It is my shame as an American that we were not gracious winners. The republics of the former USSR should have been the recipient's of our largesse immediately after throwing off their slaves' yokes. Regrettably, this has not been the case. I hope that in light of recent co-operation from several of the republics, America will throw open its coffers to our former deadly enemies, and make them strong friends in a region where we have few friends at all...

Excuse me? I think not. Admittedly your command of my language beggars mine of yours, but even so I cannot call this an error of translation. Let's define some terms:
espionage: noun, french origin, 1) The process by which a nation obtains information about another nation, especially an enemy state.
spying: verb, (from espionage) 1) To observe from hiding. 2) To act as the agent of a foreign intelligence officer in one's home or adopted nation, for the purpose of passing state secrets to that officer's nation.
The first of these terms is performed by all nations, and there can hardly be a stigmata attached to it. The second has all sorts of nasty connotations associated with it. Intelligence officers use all sorts of persuasions to 'turn' people into agents. Bribery, sex, idealism, and extortion are the four most popular methods, in that order.
The USA, since the late 70s, has had harsh restrictions placed on its intelligence communities' abilities to recruit agents in foreign countries. As a result, the US has become the world leader in electronic and satellite reconaissance. But listening to radio broadcasts and decoding messages, and peering down from orbit are not actions that can be called spying. These are intelligence-gathering missions, true, but no foreign citizen is involved, and any nation can track the satellites on radar, and plan movement of its troops to avoid detection accordingly. If people didn't expect someone to try to read their secret communications, they wouldn't encrypt them, would they?
Now I seem to recall a few instances where the PRC made it blatantly obvious that they owned former president Klinton. They bought our cruise missile and nuclear weapons technology from him, and on the cheap too. A real coup for your intelligence community. You bought him for not much more than a million dollars (US) in campaign contributions all totalled, if my figures are accurate. As I recall, he 'accidentally' dropped a bomb or two on your embassy in Kosovo for almost blowing his cover like that.

Chinese spies in America: just buckets of them, milling about the place, asking "Ah, excuse prease, whele to finding nucreal seclets?"
