I think the only thing you have to account for in that film is bad script-writing. Stargate SG-1 made fun of it - in response to certain comments by its creators dissing the series - by having Dr Jackson suggest downloading a computer virus into Apophis' fleet. In a very sarcastic manner, implying that it was an incredibly stupid idea. And he was right. Any species capable of interstellar travel on such a massive scale would have a somewhat superior operating system to us. Not to mention defences against nukes.Well you have to account for secondary explosions caused by the nuke as well.
Lest not forget that these aliens had conquers dozens if not hundreds of other worlds before. They probably had no one oppose them in such a manner before and their egos were probably as big as a System Lord's. I got the impression that he was actually curious about Daniel than anything. Ra probably recognized that Daniel was from Earth and wanted to question him to see the prospects or reconquering it.The Stargate movie isn't that good either. But it is not, in my opinion, nearly as bad as ID4. Stargate's main problems revolved around expecting the audience to have more knowledge than they possibly could have. Such as Ra thinking that Daniel was impersonating him, all due to a necklace. How many people watching the film would actually have picked up that that was why Ra brought Daniel back to life? Then there's the question, that if Ra is down to just the one planet - and it is assumed that he is - why does he even need to travel, instead of just staying on his planet all the time? The film does a very poor job of explaining things, and these jumps in logic that probably cause critics to rate it so poorly.

Any species that conquers dozens of worlds builds up some decent tactical knowledge. After 50 years of stuying humanity in preparation for the invasion, they would doubtless have been prepared for an infiltration attempt. Arrogance is one thing, stupidity is another. Their military leaders could never have conquered dozens of planets without an appreciation for defence. That was my original thought as well. Unfotunately, that's NOT what Devlin says in the commentary. Ra thought Daniel was impersonating him, by the writer's own admission.
