The "World Ideology" measure causes some strange situations

Namely, by creating 2 points of pressure that doesn't originate from any Civ in particular, it causes a situation in which the highest tourism/culture generators of a different ideology suffers the most unhappiness.

This is due to the fact that you can be pressured by an Ideology that is the same as yours, but only if the source of that pressure has higher tourism.

Let me explain:

Say Hiawatha, Haile Selassie and Sejong all go Freedom, with Hiawatha being far and away the biggest contender for a cv with some 300+ tourism, while the other two are still on ~40.

Say a World Congress passes the "World Ideology: Order" measure.

Hiawatha will now find himself with 2 hammers of pressure originating from no-one in particular.

Ethipia and Korea also feel this, but they are getting 2 Torches of pressure from their Iroquois brothers, so paradoxically being lesser cultural powers they are "Content" while Hiawatha is at Dissidents.

This is unverified, but in my recent (ie: post-patch) games I've seen Tourism leaders not going into revolution nor losing cities when their only pressure was from World Ideology. Casimir stood in "civil resistance" at -44/-66 for well over 50 turns. I understood that at x/-20 they'd be in trouble, but with WI only it doesn't seem to get beyond the civil resistance level. The turn I finally got the NVC and gained a level over him, he went into revolutionary wave at last.

If that's intentional, it mitigates the effects you describe.

Edit: well, it's happening again. In my current game Bismarck is influenced only by World Ideology, and he stands at "Dissidents" only when he has -23 happiness from influence/-29 total unhappiness.
 
Huh, this is interesting. It's been so long since I've been the tourism leader that I never thought of this issue. I have often found myself trying to manipulate my situation so I would get more influenced from people who share my ideology, and less from people who do not to remain content.

I suppose what's happening is this.

Bob (Iroquois citizen): Hey Jennifer (Ethiopian citizen), freedom really sucks in our country. We should really just follow the world and go order.
Jennifer: What are you talking about? Your culture is amazing! I love looking at the statue of liberty! It's so inspiring!
Bob: No, seriously, this has led us to ruin. Our economy has gone down recently, our national happiness has decreased, and our golden ages have run out because of our stupid government not listening to the people.
Jennifer: Your government is a model to us all, and have helped us build a sound society with constant content population and a ton of golden ages. Your president's brave resistance to the world order is such an inspiration to helping us remain afloat in this tough world. If we can keep up our freedom, so can you!

Hmm, this doesn't actually make too much sense. Maybe tourists don't discuss ideology on their visits after all, and just happen to all be universally awesome people and make people assume that the ideology their government follows is right.
