There has got to be a better way to keep Barbarians at bay (see pic)

Do the new forts give line of site? the manual said the act like mini cities.

Could he build about 4-5 of them stategically placed (i.e. on the hills) with a couple units inside?

Would the units still have enemy territory maintance fees if they are inside the forts?

Inquiring minds (or at least mine) would like to know?
 
The "Forts act like Cities" thing means for example that units with the city garrison promotion will gain their defensive bonus if they are attacked whilst in the Fort. As for line of sight, I haven't actually needed to make one outside my territory as I don't play big maps, but I imagine they do have some LOS as I think the idea is that even without military units present, they're not completely deserted. I don't know, though.

Personally if I was you, I'd probably forget trying to keep the whole area visible. I'd place a few fortified units in a contiguous arc (close proximity without actually touching) around the border of that icy area. They'll most likely attack one of your fortified units than just go past and up to your nation. If not, you could put a couple on sentry. Forts would help, but'd be a bit of a heavy investment...
 
Keep in mind that barbs only spawn on tiles that no one has active. So if you have a neighbor nearby, and they are fog-busting, no barbs can spawn there. In your example, this unfortunately doesn't apply. Just throwing it out there for others.
 
thsi was my strategy in civ3.. It kept me out of war from idiots coming into my territory. I built MASSIVE walls of units around my borders, even Cut people off to places I haven't expanded to yet. Extended more thru boats.

Now the only way this strategy is good is Navy and barbs. Navy I surround my entire continent, and have a sub sitting every few squares so i can see the enemy. It works very well for stopping people from hitting me with their troops.
