Third install on Win7 and no DX11 anymore

I installed Civilization 5 for the third time on the same computer. I did exactly like the two first times, anyway there's no much things to select at install beside languages.

Last times, I had the choice of Direct X 9 or direct X 10/11.

This time, I simply can't choose Direcct X 10/11... under the option, in grey, there is is sentence: "requires Service Pack 2 or higher".

But... there is no Service Pack 2 for Windows 7... I assume the game thinks i'm under Windows XP...

Anyone have had the problem, and how to fix it?

I tried that link, it did not work, obtion there for direct X 10/11, but nothing happens, game will not start, now graphics are terrable with direct X 9 on huge maps, the more I uncover the map the worcer the graphics look, game now allmost unplayable because of bad graphics, do not know how to fix problem.
 
Uninstalled Steam and Civ V and Supreme Commander 2, now Steam account unassable because I did not update my E-Mail Account, I do not know how to fix problem.
 
Reinstalled Steam and Civ V, I cannot get Direct X 10/11 to work, Getting User Account Control Message: Do you want to allow the following program to make changes to this computer?, I do not know how to fix this problem.
 
I have said Yes to allow it to make changes, it still will not start with direct x 10/11,
all it does is repeat the question. Yes I have tried Running Steam as Admin, still asking same question. How do you get Civ V to run as Admin?
 
I figered it out, I turned off user control, I am now able to play Civ V in Direct X 10/11, Thanks for all your help in this matter.
 
I played last time a couple of days ago and it worked fine. When i tried to start the game today, I had the same problem (can´t start with dx10/11). I didn't reinstall it, it just happened anyway. I did reinstall, but it won´t work .. :sad:

How do I turn of user control? Or is it something else that is wrong?
 
I had the same problem as the OP and Naokaukodem's suggestion worked. Now my problem is that the game runs horribly on dx11 even though it ran fine on dx9. Why is that?
