I reeeally like how this new Influence system makes borders fluctuate with the results of battles; it's also thematically much more appropriate for Warhammer. However it can be hard to rebuild your borders, particularly if you meet less resistance retaking control and there are less local battles being fought.

To help with this, some units could have a special action Patrol Countryside, where they add some amount to your Influence locally at the cost of destroying the unit. Maybe all Militia units could start with this. To avoid exploits of pushing borders where you didn't really have any control, it could be usable only in an owned city; it could even take a few turns like a Worker command. Whaddaya think?

Also I kinda miss the chance for a Culture Victory to make Legendary cities matter, but this wasn't really very achievable in FfH anyway. We could make putting in the effort to build high long term Influence more attractive by adding some bonuses to reflect the benefits of having solid Control From Above. A city's total Influence could have some impact on reducing its Crime Rate (or just making bad crime events less likely). Very high Influence in a city could reduce the length of local unrest. At higher levels, you could eventually earn a series of local bonuses like +1 :) , +5% :gold:, +10% :gp:, -1 :yuck: or +10% :espionage:, to represent the benefits of sustained development and control over long periods. I think from vanilla Civ it already affects cost/success of Spy attempts (maybe even foreign corp & religion attempts?), which is appropriate.

Can anyone confirm whether local Influence changes as the result of battles etc effects the Influence meter of the local city? I hope it does because this would make the benefits of high long term Influence in your core homeland fragile and important to protect. Pillaging a square should somewhat reduce all Influence scores locally if it doesn't already. This way, you'd come to prize the benefits of maintaining a thousand years of peace and development in Altdorf, and having Greenskins rampaging through your territory would really jeopardize that! :king:

One more thing.. Barbarian civs could get a +15% bonus to Influence gained by combat, but a -15% penalty to influence generated by buildings. :viking:
