Toku is indeed a very horrible neighbour if he holds the choke point that stops you from expanding and his religion does not spread to yours. It basically forces you to rush him. However, he is very difficult to be rushed if you don't have a substantial tech advantage, but if he chokes you from expanding it's not easy to get that advantage, so it becomes almost a dead-end mess. In that type of situation I'd rather see Montzy or Bourdica.
