Heck, it shows up on a GeForce 6600! I don't think the glitch itself it depends on your hardware too much, although a faster card does reduce the delay when the screen pops up. I've noticed this on quite a few leaders...when it occurs only for a split second (like 0.25s after loading) it's almost subliminal and very freaky. At first I didn't know quite why they were so disturbing when they popped up 
I also had a problem before the patch where instead of going bug-eyed, parts of their eyes were pure white. Very strange greeting a white-eyed Washington.

The first time I saw him pop up it literally scared the hell out of me. I too get tihs with tokugawa and montezuma, lasts for around a second, no longer, and did NOT happen before the 1.5 patch. Happens every single time they pop up, and only with those two, never saw it with another leader. ahh the little things that make up civ..
