EDIT: Unless you meant on which direction to move. I like E-NE-E because there's a hill over there, and it's a semi-coastal path as well. If the hill doesn't reveal anything interesting beyond it, loop around and clear out a radius around the city large enough to see all possible second-city sites. Remember also the culture expansion on Turn 5 will reveal a bunch of tiles as well.
