I do think that City B and E are going to get pretty much the same tile. It just matters if you want to settle on the Silk or work the silk. I thought it would be nice to work it.
That was my thought earlier too. Better to share cottage tiles with the capital than the second city, because of the Bureaucracy bonus later.Actually, I prefer E, but for no reason at all to do with the silk. City site E can better share cottage tiles with the capital, growing those cottages before the capital is even able to use them. Then beauro + HR = more goodness.

No, a foreign city could be founded in the same place, as long as they got rid of our culture there first (i.e. take our capital).Only if it's a foreign city would it have to be three apart.
