Is the war actually over or is it over for all practical purposes and we still need the peace treaty.

It was over for all practical purposes last turn. We have signed a cease fire already so I guess we have to agree to permanent peace in 8 more turns.
I'm thinking we should try to make some cooperative agreements with Loco. They mentioned tech trades, but I'm not sure where we want to go yet - probably Mass Media and U.N.
I was thinking that we can ask if they want to exchange missionaries. Doesn't do us much good but they can make lots of gold. I'd even be willing to give then two galleys (which we don't need bu have to pay for). What do you say?
