I was just thinking about two scenarios that would've been a nice addition to warlords... one being the Fall of Rome, the other the "Early Medieval", covering Charlemagnes rise (like the Conquests scenario, but only a century earlier).
Ideas (I have no experience at making scenarios, so you could regard this as a semi-request):
Firaxis LH Arts only. This may look weird at times, but it could work. One could, e.g. use Peter as Charlemagne or Hannibal as Geiseric.
The Fall of Rome Scenario is to be set immediately after the Battle of Adrianople. Despite this would be historically highly inaccurate, every barbarian civ would start nomadic (somehow like the C3C version). Settlers would be unavailable, so the only way to build in empire is: conquest. The major civilized factions (Western and Eastern Rome, Sassanid Persia) should be playable as well.
The Charlemagne Scenario is set after Charlemagnes ascensions to the Frankish throne. Rather than being implemented via Python, Charlemagne could become Roman emperor via a technology and a civic. Among the civs should be the Franks, Lombards, (Continental) Saxons, Celts, Anglo-Saxon kingdoms, Moors/Umayyads, Asturians, Slavs, Avars, Byzantines and Abbasids.
Warlords features many beautiful new unit models that should be used. The Mongol Mounted Swordsman would be an almost perfect Cataphract (despite being less heavily armoured).
