After a resolution vote, I got a message that said something like:
Resolution #3000 failed! 750 votes. (501 required out of 1000.)
It then listed how each UN member voted, and adding up the yesses did indeed give 750.
So if there were 750 votes, and 501 required, why didn't the resolution pass?
I checked afterwards to make sure, and indeed, the resolution did not take effect. Specifically, my civic was not forced to change to Universal Suffrage.
Is this a bug? Or am I just not understanding something?
