Unable to DoW bug?

Hey there playing a game of
Terra
Standard
Prince
Epic
with Japan as my Civ.

I'm in turn 501 and according to the completed trades I had a 45 turn treaty with America that started on turn 408 and I still can't declair war on them. The button is black and I can't press it. I also can't cause war by attacking, the units just won't allow me to. Also I've demanded his entire empire to try to make him mad enough to attack but that won't work either. Bug or no? If more info is needed lemme know.

Tried saving and reloading to no avail. Lemme know if more is needed to confirm.

There appear to be a number of issues related to peace treaties not expiring properly. A save would be useful, though.
