If it works, the real issue is how the game handles removing a civ....do you need less tourism to get new tourists from the remaining civ (ie the cost is 150* civs Currently in the game)
Good question. I'd like to answer this in my current game but I don't think a civ is getting removed any time soon.
With regards to culture, I think it's just a simple 1 domestic tourist for every 100 lifetime culture just like what you suggested based on the game files. I followed my game over 5 or so turns. When you gain a foreign tourist, 1 domestic tourist is subtracted from that civ. So that's why the numbers weren't perfectly correlating because it's hard to tell for the AI civs which domestic tourist went where. Foreign tourists never decrease. Domestic tourists sometimes decrease when a civ lost a tourist but didn't make enough culture that turn to generate a new one.
