As I check in again, I am not surprised by what I find at the top. These are all great.

3. Australia [2 - 3 = -1] ELIMINATED I'm sorry, Australia. This is a great improvement, with great yields. I just think it is the worst among the remaining, all excellent, unique infrastructures. The Mekewap and Kampung both come into play earlier, also have great yields, and I personally find them more fun to place down. The unique districts are both very powerful in their own way.
7. Cree - Mekewap [10 + 1] I honestly could have gone for any of the remaining options, but the Mekewap is just such a fun tile improvement, which, as with all Cree abilities, comes into play very early and helps you get a good start.

16. Indonesia - Kampung [16]
20. Korea - Seowon [9]
29. Russia - Lavra [11]
 
7. Cree - Mekewap [11+1=12] Fun to plan due to the restrictions on adjacency to other mekewaps. You feel and are rewarded for effort.
16. Indonesia - Kampung [16]
20. Korea - Seowon [9-3=6] No doubt powerful, but also boring and takes the fun out of planning and winning.
29. Russia - Lavra [11]

20. Korea - Seowon [6+1=7] Should not go before lavra. It's strong in a more balanced way.
29. Russia - Lavra [11-3=8] I'm sorry I forgot to vote yesterday to make my case against this more strongly. It should not have survived the outback station. Basically, having Russia in the game (as or against) makes the game less fun because Russia gets too many cultural great people too easily, not to mention that they can't use half of them as the AI. That what I meant by too powerful - it breaks the game (in a minor but annoying way). The lavra should be top 10 because it's strong, but not top five because it's strength is poorly implemented.

16. Indonesia - Kampung [13] (16-3) --- Being generally a wide player, I find I can't improve all the tiles I would like to before the end. Why I would be interested in improving a bunch of coastal tiles around a hypothetical island, which may or may not be available in any given game, I'm not exactly sure (as the yields around the hypothetical island would be about as good as a fair inland city). I mean, it might be some fun and all; However, much as with the prevailing Seowon logic goes, isn't this about being usable to win the game?
20. Korea - Seowon [7]
29. Russia - Lavra [9] (8+1) --- Use faith for great people, Cossacks or golden age builders/settlers/trade routes (the last of which are bonused if you are behind of beeline a civic or tech).
 
7. Cree - Mekewap [12-3=9] Great improvement, but its time has come.
16. Indonesia - Kampung [13]
20. Korea - Seowon [7+1=8] Should definitely not go out just yet. Has almost too much value.
29. Russia - Lavra [9]

16. Indonesia - Kampung [13-3=10] Great improvement, but requires you to settle in non ideal places. And you still often lack land to place useful districts with this strategy.
20. Korea - Seowon [8+1=9] Despite an above comment, Korea isn't the best Science civ, Scotland is (at least with my play style). At least at science victory, maybe not raw science output. Regardless, this keeps Korea a dominant science civ, and they would be absolute crap without this unique district. It makes them a force to be reckoned with in any game.

20. Korea - Seowon [9 - 3 = 6] Very good, but it is not better than Lavra.
29. Russia - Lavra [9 + 1 = 10] It makes it easier for you to get a religion before everyone else, which allows you to choose the best beliefs. Allows you to expand your religion more quickly. It allows you to generate points of great w/a/m before others build theater districts. Even if you do not go for the cultural race, you can deny great w/a/m to cultural civs. This added to theater districts, you will have such a large amount of great w/a/m points that no one else in the match can reach you.

16. Indonesia - Kampung [7] Nothing against it, just the weakest left.
20. Korea - Seowon [6]

29. Russia - Lavra [11+1=12] I've consistently upvoted this for a half dozen different reasons. It's versatile and powerful. You get one of the earliest, if not first religions. It synergizes so well with Dance of the Aurora and Mother Russia that you can get the highest faith output of anyone. Use that faith to spam apostles for easy religious victory, or buy people for cultural/scientific. Buy naturalists and use Jesuit Education to buy culture buildings.. It's all a wonderful synergy of Faith and Culture. Instantly buy Cossack Corps, or other military units, and take over the world for domination. A faith based military can go really far. And especially use that faith in a golden age and choose Monumentality. Game-changing. And that's not too mention all the GWAMs you'll be getting. Take Cathedrals and you have instant places for some of your artists. You can build theatre squares if you want to... Or not. You're at least denying other civs them. And every time you pop an great person your tiles grow. Enjoy the largest empire in the world. This is why I think the Lavra should be the top choice.
 
7. Cree - Mekewap [7-3=4] - The yields are great, but I have to consider sacrificing a land tile where anything can be built. And you can't build two next to each other, that also somewhat reduces its spammability.
16. Indonesia - Kampung [7+1=8] - People talking about science victories seem to forget about the necessity of production when completing spaceport/space projects. You can get tons of it from your highly populated cities, and you don't have to sacrifice a single useful tile to get this.

29. Russia - Lavra [12]

20. Korea - Seowon [1-3=0] ELIMINATED. Again, a strong UI, definitely Top 5 material but not the best. I know they are powerful and that's why I always move to eliminate Korea in any game they are present.
29. Russia - Lavra [12+1] As much as I hate to effectively vote against the Kampung, the Lavra is superior. It gets you faith, a great prophet, and helps Russia cruise to a cultural victory. I actively dislike playing against Russia due to the power of this UI.
 
7. Cree - Mekewap [4+1=5] Just to give a bit more challenge in the top-3 fight, and really because I like the different options in obtaining food and productions it offers to the Cree, reflecting a its more "nomadic" approach to Civilization.
16. Indonesia - Kampung [8]
29. Russia - Lavra [13-3=10] To balance the situation between the three last a bit, and because I find the GP spam it produces (without available placement). Of course, this is not bad at all, but it is at least aestetically unpleasant (maybe to reduce its power, they could make the cultural GP points start not from the begining, but at specific techs).

16. Indonesia - Kampung [5] [8-3] A good improvement, but has no business beating out the top districts.
29. Russia - Lavra [11] [10+1] Found a religion on Deity, get GWAMs, big faith economy. Only matched by two districts that are no longer present in the competition.
 
7. Cree - Mekewap [5 - 3 = 2] I think Lavra is #1 by a long shot, so looking between this and the similar Kampung, I've got to vote the Mekewap down. They are very similar, but I've found Kampung to boost my cities far more in my games since the Mekewap can take good land and make it better, but the Kampung can take a nothing city on a near barren cost and make it into a great city. Mekewap just doesn't have that city spam ability that the Kampung does.

29. Russia - Lavra [11+ 1 = 12] I see a lot of people saying that they don't like the religious game, or that they don't have a playstyle that the Lavra accomodates. While the rules don't specifically state this, I always take these threads to mean the most powerful, and whether you think the Lavra is balanced, fun, or ruins an aspect of the game; there is no denying its power. It's available cheap and early, it wins you the religion race every time, and it is so overpowered that you get great people with no effort. In every Russia game I've ever played, I've gotten to the point where this thing also generated money as I was selling great works to other players just to make room for the new ones I was about to create.

16. Indonesia - Kampung [5+1=6] Production is king, and until GS arrive, this is the only civ that turn coast into production powerhouse
29. Russia - Lavra [12-3=9] it breaks the game if Russia is an AI, I prefer production bonus, and if I want religious victory Arabia is above Russia in my list

16. Indonesia - Kampung [6+1=7] Can turn an average city, heck even a bad city, into a very good one.
29. Russia - Lavra [9-3=6] Founding a religion is just boring for me. Also you're likely to get run over by the AI on higher difficulties when placing a holy site first. You also need to place a Theare Square on top of the Lavra to take advantage of it.
 
So we have eliminated Seowon because it's "too strong and boring".... Poland's UA in the Civ 5 elimination thread would like to have a word with y'all.

7. Cree - Mekewap [2-3 = ELIMINATED] Out of the remaining ones, this one is least appealing to me. Yes, the placement puzzle can be fun - but sometimes it's just pointless struggle. Some of the other UIs can achieve comparable results with less effort.
16. Indonesia - Kampung [7]
29. Russia - Lavra [6+1=7] Mostly an equalizer for a fair 1v1 between Lavra and Kampung. But I'll repeat: you don't HAVE to go for a religious victory with Lavras. Russia is a civ for which faith can be used for whatever other VC you pursue. As for GWAM generation - a jobless GWAM in Russia means no great works for other civs. This is actually big for Cultural victory.
