At least the rest of Japan's bonuses are good.

Even if you can't find the slots by either building or conquering theatre squares or wonders and are not able to utilize the GWAM's, you still deny them to the competition and are able to found a religion at higher difficulty levels. I suppose it's possible I feel this way because I prefer large maps with longer finish times and am generally able to put the GWAM's to proper use. I can see ultrashort finishers not much liking this district.

Also, it is somewhat situational, since I often get +4 and more on early campuses on most maps. Granted, on island maps, it can be huge. I think it is top 10 material, but it shouldn't run away at the front.

And in combination with the tundra pantheon, Russia easily has several quickly built +7 holy sites in the early game. Get a golden age, choose the buy settlers/workers with faith dedication and win. Or just win a RelV.

However, it yields tourism in the late game even without being worked, and its more spammable than any other culture improvement. This gives great wall tiles a solid niche, even if it's different than the one you'd expect it to fill.

  • With the naval +100% policy card, building naval units converts 50% of your production into science. The Campus District Grants only converts 15% production to science.
  • Compared to the Seowon, it takes an era to get going but does not lose effectiveness over time.
  • Unlike the Seowon, you don't have to put a specific amount of production into it - you can put in much more.
  • Boosted production by industrial zones, military city states and campuses.
  • Macedonia is encouraged to build campuses not only for the UB but also to get great generals for a classic era hetairoi rush.
  • Although I went on about the naval production thing, this building still converts 37.5% of your production into science when you're building and infantry or cavalry unit boosted with a 50% policy card.
  • If your cities have 20 production on average, that's 5 science/turn for no card, 7.5 science/turn for the 50% card, and 10 science/turn for the 100% card. Seowon provides +4 science/turn passively.
  • Playing Macedonia, after entering the classical era you should usually forego city development and just spam military units

It turns your Empire into industrial and populated powerhouse, and they are one of the reasons why I love Indonesia and why Indonesia is so strong.
