3. Australia - Outback Station [31-3=28] Needs 2 adjacent pastures to be at it's best. Not every city will have a pasture so the Outback Station is kind of situational. I know you can place it without pastures, but it's not very powerful then. It's definitely not a game winning infrastructure.
7. Cree - Mekewap [30]
8. Dutch - Polder [4]
13. Germany - Hansa [19]
14. Greece - Acropolis [19]
16. Indonesia - Kampung [32]
20. Korea - Seowon [19+1=20] The Seowon helps you win a Science victory, it helps you win a Culture victory by reaching Computers quicker, it helps you win a Religion victory by getting to the Hagia Sophia earlier, it helps you win a Domination victory since you can upgrade your units quicker. The Seowon can be a very significant factor in your ability to win a game.
26. Persia - Pairidaeza [26]
29. Russia - Lavra [22]

3. Australia - Outback Station [28]
7. Cree - Mekewap [30]
8. Dutch - Polder [4]
13. Germany - Hansa [16] (19-3) Come come boys we must confound Jerry at every turn! (Previously stated reasons)
14. Greece - Acropolis [20] (19+1) I haven't upvoted this yet and I owe it one because I like how it's one of the few unique ways to get more envoys in the game.

16. Indonesia - Kampung [32]
20. Korea - Seowon [20]
26. Persia - Pairidaeza [26]
29. Russia - Lavra [22]

@Legacy of Smiles - Madrasa is missing from the elimination list, it should be at #13 - after Chemamull and before Sukiennice

3. Australia - Outback Station [28]
7. Cree - Mekewap [30]
8. Dutch - Polder [4]
13. Germany - Hansa [16]
14. Greece - Acropolis [20]
16. Indonesia - Kampung [32]
20. Korea - Seowon [20+1=21] A massive boost to early game science. If you want to play aggressively, this will get you to knights faster. If you want to play a builder game, this will give you a key edge in mid game wonder races. If you want to rush towards a science victory, this will let you accumulate science sooner and faster than any other civ (and give you a late game boost, since all your science buildings will be in districts with high adjacency bonuses.
26. Persia - Pairidaeza [26-3=23] The tile yields are pretty mediocre. The appeal can be helpful in the late game for setting up tourism generators, but the other late game tourism booster on this list is long gone.

29. Russia - Lavra [22]

3. Australia - Outback Station [28 + 1 = 29] The fact that they combine graphically is a nice touch, they are quite strong, and most of all, eminently spammable. Playing as Australia is one of the few times I have almost all my tiles developed.
7. Cree - Mekewap [30]
8. Dutch - Polder [4-3=1] - Graphically amazing, strong, still pretty challenging to place comparatively.
13. Germany - Hansa [16]
14. Greece - Acropolis [20]
16. Indonesia - Kampung [32]
20. Korea - Seowon [21]
26. Persia - Pairidaeza [23]
29. Russia - Lavra [22]

3. Australia - Outback Station [29+1=30] Combines well with other pastures and adjacent Outback Stations, with the bonuses increasing later in the game.
7. Cree - Mekewap [30]
8. Dutch - Polder [1-3=ELIMINATED] I said I'd probably downvote them at some stage. Nice improvement, but probably the weakest among those remaining.
13. Germany - Hansa [16]
14. Greece - Acropolis [20]
16. Indonesia - Kampung [32]
20. Korea - Seowon [21]
26. Persia - Pairidaeza [23]
29. Russia - Lavra [22]

3. Australia - Outback Station [30+1=31] Better yields, can be spammed everywhere.
7. Cree - Mekewap [30-3=27] Harder placement requirements, worse yields, can't be built next to each other.

13. Germany - Hansa [16]
14. Greece - Acropolis [20]
16. Indonesia - Kampung [32]
20. Korea - Seowon [21]
26. Persia - Pairidaeza [23]
29. Russia - Lavra [22]

Thanks @Icicle. I realised I missed the Ordu yesterday and must have ended up deleting another building oops.

3. Australia - Outback Station [31]
7. Cree - Mekewap [27+1=28] The Cree are balanced around this lol.
13. Germany - Hansa [16]
14. Greece - Acropolis [20-3=17] Inconsistent placement issues bring this one lower than Hansa, Seowon or Lavra.
16. Indonesia - Kampung [32]
20. Korea - Seowon [21]
26. Persia - Pairidaeza [23]
29. Russia - Lavra [22]

3. Australia - Outback Station [31]
7. Cree - Mekewap [28]
13. Germany - Hansa [16]
14. Greece - Acropolis [17]
16. Indonesia - Kampung [32]
20. Korea - Seowon [21]
26. Persia - Pairidaeza [23-3=20] - Very hard to pick one to downvote now, but the others are all so good. This doesn't stand out compared to them.
29. Russia - Lavra [22+1=23] - @Disgustipated Its like getting one and a half districts for half the price of a normal one.

New
3. Australia - Outback Station [31]
7. Cree - Mekewap [28]
13. Germany - Hansa [16]
14. Greece - Acropolis [17]
16. Indonesia - Kampung [32+1 = 33] My favorite UI for my favorite civ so definitely biased here, but it's just so enjoyable to domesticate the seas.
20. Korea - Seowon [21]
26. Persia - Pairidaeza [20]
29. Russia - Lavra [23-3 = 20] I don't enjoy Russia that much and this UI is partly why - lots of arid land (border increase when great person is recruited), tundra bias, etc. Can give a crazy amount of faith for sure and is also useful for culture but eventually it forces you into going this way, and doesn't help that much for science for example. So at the end its surely strong but yeah it's not making me interested.

3. Australia - Outback Station [31]
7. Cree - Mekewap [25] (28-3) - Not bad by any means, but out of what's left, I think this is the most restrictive improvement to build
13. Germany - Hansa [16]
14. Greece - Acropolis [17]
16. Indonesia - Kampung [33]
20. Korea - Seowon [22] (21+1) - Probably the best (read:most powerful) replacement district in the game. Korea is top tier for a reason.
26. Persia - Pairidaeza [20]
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [25+1=26] Not sure how anybody can seriously down vote this. It's amazing for what it offers.
13. Germany - Hansa [16]
14. Greece - Acropolis [17]
16. Indonesia - Kampung [33]
20. Korea - Seowon [22-3=19] Hard to pick anything at this point. I prefer unique improvements over districts, because you can have more of them per city. I'm knocking down the Seowon mainly due to its annoying limitations.
26. Persia - Pairidaeza [20]
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [26]
13. Germany - Hansa [16]
14. Greece - Acropolis [18] [17+1] My campaign continues. In my current Deity game, I was producing around 250 culture per turn around turn 100. The +20 Acropolis in my cap (and +10, +14, +16 in other cities) heavily contributed. Flying down the culture tree wins games faster and gets you the good governments and policies. The hill requirement is totally offset by the starting bias, new world age, and chopping. Free envoys are great by themselves, but make Surrounded by Glory incredible.
16. Indonesia - Kampung [30] [33-3] This is really good, as it makes sea tiles not god awful, but coastal cities still aren't amazing in R&F and we're in the top 8 now. The flexibility and importance of others on the list win out at this point of the competition. Top 10, but not top 5.
20. Korea - Seowon [19]
26. Persia - Pairidaeza [20]
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [26]
13. Germany - Hansa [16]
14. Greece - Acropolis [19=18+1] - It's OP. I have to agree with above. I LOVE Acropolises.
16. Indonesia - Kampung [30]
20. Korea - Seowon [19]
26. Persia - Pairidaeza [17=20-3] Eh...I guess I have to downvote something I like now. Between this and the Seowon and I already attacked that once.
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [26]
13. Germany - Hansa [16]
14. Greece - Acropolis [19]
16. Indonesia - Kampung [30]
20. Korea - Seowon [19-3=16] It's an amazing district for sure, but I think that unique improvements can just be better than unique districts. The half cost for unique districts is very nice and makes them more spamable than normal districts, yet not as much as improvements. And you would want to build some campuses anyway, so the Seowon makes what you usually do a bit faster and, usually, better. Improvements give an extra bonus, are cheap, and can be placed all around your empire. So I think there is clear Improvement > District > Building hierarchy unique districts have to fight against. Not that every improvement would be better than any unique district, but at the top level, it's a hindrance that the Seowon (and the Hansa and the Lavra) are districts imho.
26. Persia - Pairidaeza [17+1=18] Amazing and truly unique.I especially enjoy the long term planning, besides the power.
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [23] (26-3) --- I checked this and thought, when did tall play (housing and food) become new meta? Then I thought I'd go to Reddit, as they "______" porn all the good UI's. Maybe I'm missing something?
..Nothing...
So I just typed in Mekewap and found a good looking Yosemite Valley image that may have had more to do with YV than anything else and a bunch of disjointed entries on various matters. But no "porn" images claiming to be the preeminent Mekewap builder of all time . I think the reason is that they're not actually that good and that housing and food are not the new meta. I will admit that the gold they provide is nice for the early/early-mid game but is by and large irrelevant past then compared to the bonuses some of the other top ranked choices offer.
Spoiler :

13. Germany - Hansa [16]
14. Greece - Acropolis [19]
16. Indonesia - Kampung [30]
20. Korea - Seowon [16]

26. Persia - Pairidaeza [19] (18+1) --- Spammable culture that also yields gold and appeal for late game seaside resorts and national parks is the meta for CV. The culture and gold also help with domination and science. What I really like is that it doesn't add more food or housing so my population won't get out of control and my amenities won't get stretched.
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [23]
13. Germany - Hansa [16]
14. Greece - Acropolis [19+1=20] I will be voting for districts that win games primarily at this point. And this is one of them, and my favorite of the 4 left, though Seowon's are a close 2nd.
16. Indonesia - Kampung [30]
20. Korea - Seowon [16]
26. Persia - Pairidaeza [19-3=16] Nice improvement for sure, but I find myself not building many of these because I don't really need that many of them. They aren't gamebreakingly powerful. Something like Kampungs or Makewaps I do build many of because they are extremely powerful.
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [23]
13. Germany - Hansa [16]
14. Greece - Acropolis [20-3=17] IMHO not as great as the remaining districts. +1 Envoy is gamey as of R&F when spies fabricating scandals can be let loose, restricted placement resulting in an unideal city placement. Culture doesn't play as important part in CV as Science plays in SV or Lavra in RV.
16. Indonesia - Kampung [30]
20. Korea - Seowon [16+1=17] An easy source of +4 (+8) science. Please update Natural philosophy so it doesn't boost Seowon yield.
26. Persia - Pairidaeza [16]
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [23-3=20] If you check the Kampung or Outback Station they both have significantly better yields and better spammability.
13. Germany - Hansa [16]
14. Greece - Acropolis [17]
16. Indonesia - Kampung [30]
20. Korea - Seowon [17+1=18] This +policy cards (one for +100% science in all cities, one for double adjacency bonuses) is ridiculous.
26. Persia - Pairidaeza [16]
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [20]
13. Germany - Hansa [16]
14. Greece - Acropolis [17+1=18] The extra enjoy on top of the relatively cheap culture is really nice.
16. Indonesia - Kampung [30]
20. Korea - Seowon [18]
26. Persia - Pairidaeza [16-3=13] Nice, but I'm not convinced it's top 10 material.
29. Russia - Lavra [20]

3. Australia - Outback Station [31]
7. Cree - Mekewap [20]
13. Germany - Hansa [16]
14. Greece - Acropolis [18]
16. Indonesia - Kampung [30]
20. Korea - Seowon [18-3=15] Again, it's a great district but just doesn't stack up to the rest of the choices.
26. Persia - Pairidaeza [13]
29. Russia - Lavra [20+1=21] Of the unique districts left, this is the only one that directly assists in reaching two victory conditions.
