using OEDO years

I seems that regardless of OEDO years or the ownership of SoL, at least some of the cities are recconed at anarchy levels before the gov selection box pops up and the new gov is installed. Is there way to avoid this? Does the revolution have to be called at some specific instance?
 
When switching to another government (even with SoL, or during the an oedo year) you will always experience at least one turn of anarchy, because you can only revolt choose a new gov at the end of the "city-cycle".

The only exception to this is if you discover the tech for that gov at the end of the "city-cycle" of an oedo year, because you then have the option of revolting in the middle of a "city-cycle" instead of the end of a turn.:)

Kind of, except that it seems not all of the cities suffer the anarchy. I'm kind of guessing here but, I swear some of the cities will issue low food warnings, go into disruption or collect anarchy level shield production while others act as if nothing had happened. Now I can't recall if the new gov screen comes up during or after the city recconing phase.

My impression comes from the tactic of revolting from Democracy at the top of oedo-1 year so as to avoid senate interference of a military operation then going right back into Democracy in oedo. I thought I noticed that some cities fell off a production schedule while others were unaffected.

Am I imagining things?
 
That is indeed the case.

I never looked into it more, but some of your cities will be affected, then the government will switch and the rest won't be affected. I'm not sure what the 'trigger' is for the government to switch. My wild guess was that is was somehow related to science or something. . . . . ?
