V. 7.1 b14 Police State bug?

I may not yet have a clear grasp of what the Police State policy does, but...

I just took two large cities back to back, and found myself at -11 unhappiness. Two turns later I selected the PS policy - and my unhappiness didn't budge.

EDIT: immediate annexation - made possible by PS - reduced it to -6. This may be all PS is supposed to do... but the decription on the SP tree says unhappiness is reduced by 50%. It may be the definition there that's misleading.
 
Were the two captured cities :c5puppet: puppets or :c5occupied: occupied? Police State only affects occupied cities.

I'm not sure what you mean by "occupied." I had a choice of puppeting or annexing. I puppeted, got no PS benefit, and then annexed them, at which point unhappiness was cut almost in half. This is probably the way it's supposed to be.
 
The :c5occupied: chain link itself is the symbol for occupation, synonymous with annexation. It's called occupation on the tooltips and in the files... basically everywhere except the one dialogue box where we make a decision about what to do with the city. I'll change the word "annex" on that dialogue box to "occupy" to make this more clear.

Police State is the inverse of Theocracy and twice as powerful.

Theocracy reduces normal and :c5puppet: puppet unhappiness by 20%.
Police State reduces :c5occupied: occupied unhappiness by 50%.
