v1.61 bug: theater/theatre doesn't produce smiles

Theaters/theatres are supposed to produce happiness based upon your rate of culture production. I don't see any happiness output from this. It doesn't show up beside the building in the city view or in the happiness mouse-over in the city view. Am I missing something?

you must have set the cultural slider to at least 10% from your income.

Theaters don't do anything with the "normal" culture, being produced by buildings or Great People
