As I understand it, I think that once you discover Paper, it shows up on the build options... But the games I've been playing lately, paper isn't in the cards. So I'm not positive.
The southwest ("TL"?) corner of the French "core area" is 57,47. I think that means neither Burdigala nor Marseilles can count for the Roman UHV. I would have expected either an irregularly-shaped region, or for the corner to be 53,46 even if it allows double-counting a city at 53,46 in the Roman UHV.
Embassies and contact loss are great.

I for one am disgusted with the new system. I don't think it brings any benefits at all to the mod. I fondly remember the ability to repeatedly refuse the Mongolians' pointless demands for tech or gold. And darned if I don't have better uses for my hammers than more buildings! I could be producing Culture instead! But most of all I miss the long load times. How am I supposed to go to the bathroom or make tea every single turn?
Personally I am disgusted with embassies and demand that they be removed, or at least toned down to a more manageable level. Oh, and include Poland.

Situations like these will no longer happen, as periodically your contacts with the other leaders will decay, if they are not close enough to your borders. You can prevent this building other civs’ embassies in one of your cities (your embassy will be automatically placed in one of theirs), or discovering electricity. Embassies are available with civil service and paper, and you must not be at war with the other civilizations in order to build them. Each city can host maximum 5 embassies.

I was reading through your description of embassies in the readme and thought that it could use some editing. Here is the current version and how I would rephrase it.
