Well, actually he(?)/it's body is shown on the pic - the armor looks a bit stony and strange though.

It is one of the best TBS of all time (claim made by all - not just me).
There are only 2 games in series so far. (excluding addons and stuff).
The pic is from the second game of the series. (excluding addons and stuff)
The pic shows a unit from one of the 4 towns you can choose to play with (in the expansion there is an extra town).
So that pic does not show a specific character (with name and all that...) it is the pic from the unit's info.
At least guess the game .

I would say GalCiv2 is a bit too new to have a seat in the TBS "Hall of Fame". Leaves Age of Wonders and the other games, of which i have never heard.

Is something like Heroes of Might and Magic?

Yeah i played it. Rented it once. The game is pretty similiar to Heroes of Might and Magic, but the heroes actually fight in the battles.
I didn't find it extraordinary, but then again i didn't try the hotseat function, which is my favourite way to play HoMM like games.

As for the new question, i made sure not to pick a space/submarine game this time.
