In Gathering Storm canals and naval mobility seem to be a strong theme. Also I think everyone will agree, Norway has always been considered a 3rd rate Civ.

In history the Vikings would travel inland and carry their Longships to new inland bodies of water to raid along new coasts.

It would make Norway far more interesting if the Longship had this ability. Imagine you could move them overland at one tile per turn. You could redeploy them in lakes and land locked seas in order to make their coastal raid ability so much more relevant. When on land the Longship would be extremely vulnerable.

Wouldn't this be a great unique and fun element to add to Norway!
 
This looks nice on paper but how often you have big lake or isolated sea on random map? It should end as special ability with nearly zero use on many maps.

Maybe it's just me, but I see it quite a lot! If it wasnt such a thing then by the same logic canals would be useless too. Its effectively the same thing.
