Viking Raid achievement broken (reproduceable)

This is the achievement to capture a settler with a longboat. I presume the Viking longboat is the only kind? I looked for others, but none showed up in the civilopedia. At any rate, here's the save. You declare war on Rome and capture his settler at sea, but no achievement is awarded. Thoughts?

I got this achievement by using special ability of longboat. Settler was located on land.

Ah. Didn't even realize the longboat had one. I better look it up.
