Never mind, none of my fictional civs currently qualify for any of the seals anyway. But could I get a seal if I did a photojournal with one of them?
... Would anyone be interested in such a photojournal?
 
Could be fun, when we go gold someday, to include one or two custom civs as a bit of a 'final polish' to the game. I'd let you all decide which ones get in, of course.

Yeah, it would be nice to get the number of civs to a more round number like 45...

My own self-imposed goal has been to get my games up to exactly 50 civs, so +7 customs.
The more the better (assuming well polished). Round number doesn't matter at all, 51 is still better than 50...

4uc uses the Ammiratus' art assets from, Sicily (Roger II). Just a heads up.
 
Splitting India would be very difficult and awkward, especially with 4UC having restored the Qila to India. The Mughals are more or less represented by my adding the Timurids into VP anyways, at least

It’s not like the Greek split where you can easily declare “one of these things is not like the other”, pick Macedon out of the bunch and call it a day. I think in order to do it properly, you would have to remove unique components from Ghandi and redistribute them elsewhere. This means a major rebalancing, and reassessment of how all the UCs fit together, especially if we were to try to make them both 4UC compatible.

It’s also very awkward to ask permission from the original creators to adapt only 1 or 2 of their civs from a pack of 5. That also happens to be the first step, so if you want to get the ball rolling, I suggest you contact surrogacy, janboruta and JFD about adapting the specific civs you want to add to VP

Most of the way through my 2nd game with Macedon and I've got to say this is a hell of a fun custom civ. Not to toot my own horn too much, but the lua is fairly minimal and the UA puts a unique spin on conquest. Of the VP conversions I have done, this is the civ I'd consider most worthy of Gold inclusion.

What would people consider the most important criteria for a custom civ to be included in VP Gold?
- Unique gameplay
- Unique culture/geography region (eg. no Patagonian/Caribbean/PNW/Arctic/Australian civs in base 43)
- Stability
- No lua (if DLL only is a goal, only @HungryForFood's civs qualify)
- "Polish" (Voice work, 3D leader scene, art asset quality, fidelity to CiV art style)
- Name recognition (ie. everyone has heard of Tamerlane; not many people know of Sheiksh I)
If a civ is "nominated" and G were to to give assent to the idea, will G code .dll for it, or would it exist as-is?

1- Stability of course !
2- Unique gameplay
3- Culturally far from an already there in the base game (boring to have 2 Greeks or 2 Japaneses in the same game)
4- "Gold polished" ( "voice work" could be amazing)

A top team must be mobilised to do that

I’d like to include 2 custom community civs. I’ll help as needed to move all custom stuff to the DLL if lua heavy. There are also a couple of mod mods I’d like to merge. More soon.

If Macedon is disqualified due to the 2 Greeks thing, then my top picks would be as follows:
  • Tlingit
    • Unique TSL, culture and aesthetic
    • Unique focus on Internal TRs
    • lua intensive:
      • bonuses loop through all trade routes every turn for UA bonus
      • UU has 1 free move after embarking. Requires a lot of resources currently
    • Their music blows
  • Israel
    • 3D leader screen
    • Finally, a civ that has Judaism as default religion
    • Very unique unique wonder (Grand Temple replacement disables normal Temples)
    • Not much new lua, and not very complex:
      • UNW gives 1:c5faith:/4:c5citizen: on Empire.
      • UNW gives the resource bonuses that a normal Temple would, but Globally
      • Bonus :c5faith: when you clear Barb Camps, scaling with era
    • Color scheme is virtually identical to Greece
    • Israel, so contentious. Zionism, antisemitism, etc.
    • Not terribly unique re: gameplay
    • Bad TSL, not all that unique, culturally
  • Nubia
    • Good TSL
    • Unique culture
    • Ultra-early warmonger is fairly unique gameplay mechanic
    • Currently broken because of GArtist change (not important if dll is used)
    • Unique abilities need to be reworked and rebalanced (the civ is a bit mothballed)
    • Many minor lua components, but none of them are overly complex
      • The UI places artifact ruins beneath itself on construction
      • The UU gets a movement buff on rivers
      • The UA operates entirely via dummy buildings and ForceMissions.

The timurids use an obscene amount of lua, so there’s some stability issues there. In the end, they look a lot like a militaristic Arabia, so they aren’t terribly unique for gameplay either
 
FWIW, I'd cast my vote for the Tlingit; it'd be nice to have another First Nations civ, their aesthetic (what we traditionally think of as totem poles) is beautiful and iconic, fairly well documented for a First Nations type of civ.

I don't dabble in added civs too much; is there a Hittite civ that is well-regarded? It's always felt like a glaring omission to me, given they were the opposite pole to Egypt in the Bronze Age.

America, Perse, France, England, Arabia, Rome, China, Japan, Germany, Spain, Russia, Monghol, (Put here the one you have contentious with)
The only contentious we can have in CiV is about balance, CTD, messy art, AI handling.

I find Israel you made OP imo.

I tried and liked :
Nubia, Sumer, Garamantes. Obviously they all need to be reworked to be gold
