Does someone know how long (how many turns) the AI will say this ?

Assuming the tech is not Monopoly and no Wonders there.
 
This it the excuse for not trading away a tech they just researched - the AI will hold on to a new tech for a couple of turns - i just dont know how long exactly.
 
I believe that if a particular AI is the only one to own a certain tech, he'll not be willing to trade it away.

The reason for my backwardness is I just wanted to observe the 18 other civs duking it out on a duel-size pangaea map.
 
I believe they may be unwilling to trade a tech if they're building a wonder dependent on that tech.
 
Anyone remember back in the days of Civ III, there was a dead-end tech, before the industrial era. I think it was music or something, and it let you build the Shakespear theatre IIRC? Once the wonder was built, the AI was smart enough not to pay lots of g for it, but they were still stupid enough to pay you 10 gold peaces for some reason.

I never understood how it found 10 g pieces gold worth for a useless tech.

I wouldn't take it if you offered it for free.
 
They give you that message because not enough civs know the tech yet. The number of civs that need to know the tech depends on the leader. For example, Mansa don't care much about this whereas Tokugawa requires everyone else but you to know the tech to trade it to you. That is, if he likes you enough ;)

If they are building a tech-associated wonder, they will tell you "We have our reasons...", or something like that.

That is correct.

Mansa is the only AI who is willing to trade a technology at the right price if he is the only one who knows the tech out of all the civilizations in the game. That is why he is considered a tech whore and a great trading partner. Other AIs that are great trading partners also have something similar to Mansa but they require higher percentages of other civilizations to know the technology.
