There is a thread here that details what the different reasons an AI civ has for not offering up something in red during diplomacy.

Today I was friendly with Alex, but the Divine Right tech was in red. The answer was "We have our reasons"

Does anybody know what this is supposed to mean?

To my knowledge this means the AI's trying to build a world wonder enabled through the tech in question. With Divine Right it's probably the Spiral Minaret; AI's seem to be quite fond of that wonder.

You'll either have to wait for Alex to finish that wonder, or research it yourself. If your lucky a number of other civs may research it too, which usually makes them all more eager to trade it away. I wouldn't count on it though as AI's rarely go after a religious tech anymore once the corresponding religion has been founded...

They say "we're not quite ready to trade just yet" or similar when they're building a wonder.

We have our reasons mean you've reached the tech trading limit.

This doesn't verify what I said, but it does speak to the trading limit that exists.

I couldn't find the thread I wanted, where someone linked to some other boards that had the subject in more depth.

Hmm, I'm pretty sure the trading limit message is "We fear you're becoming too advanced".

"We're not quite ready to trade just yet" simply means the civ in question has a monopoly (or close enough) on the tech, if memory serves.

I think you are right. In many games Cyrus didn't want to trade engineering becaus he has "his reasons" until he builds the Hagia Sofia.
Whenever you see this message wait until the wonder is finished and check the trade options agian.

"We have our reasons" - AI building Wonder enable by said tech
"We fear you're becoming too advanced" - You have reach your trade limit
"We're not quite ready to trade just yet" - Tech is not known by at least x% of said AI contact including itself. x% depends on Said Civ profile (E.g. Mansu has this at Zero %, Tokugawa has this at 100%)

So what exactly is your tech trading limit? I myself have yet to see the "too advanced" message. I usually get a tech lead and stop trading by mid-game.

The tech limit varies, depending on how many techs you've traded w/ALL AI's, their feelings for you, and the XML programming (Mansa trades a lot, others don't)

Well, Mansa trades alot because he programmed to be like he was in life. In history(I'm pretty sure everyone knows this but...) Mali was the richest nation and held over half of all the world's gold/money. Mansa ended up going around and giving it to others. Thus his politeness in trading.

No one seems to have figure this one out yet.

The following are known:

1) It depends on your rank - lower rank gets to trade more
2) Tech Trade limit is influence by AI profile - hence not all happens at the same time but usually soon after one happens
3) You get to see it a lot more often at higher levels due to lower limit
4) If an AI is friendly, there is no limit
5) The limit is on the number of tech receive, not number of trade (I.e., if you get two tech in one trade, that counts as two, not one)
6) There seems to be a decay or increase in limit as time passes. So, one can trade a tech or two after some time. But that will almost certainly close the tech trade option again.
7) It is said that the AI-AI trade is affected by similar limits, though since they are on noble level all the time, this limit may be less than yours if you are playing a higher difficulty level.

That is all I am aware of from reading various post around in this forum and self experience.
