What art assets are moddable?

I have a simple question. At this point, what is moddable in civ 5? I'm putting together a mod team and hoping to do a total conversion. However, both from reading posts here and experimenting with the mod tools themselves, it seems that there are things we can't change yet.

A recent post indicated that new sound files do not work. To what extent is this true? Modifying existing, adding new, or both? What about music? In terms of art, it seems that some progress had been made with texturing existing units as well as importing new unit models, but what about other art assets? Buildings, wonders, leaders, landmarks, terrain, civilopedia, icons, ui skins, wonder paintings, ambient sounds, strategic view, terrain animations, etc? Basically, how many things are off limits?

3D units are moddable, but I believe you need the template skeleton for the unit. I believe Rifleman, Infantry, and a few others are available, but a lot more need to be created.

2D icons are fully moddable, and very easily implemented.

I don't think building art is moddable, nor is city art.

Interface art (map pictures, policy pictures, etc.) is moddable, but I can't be sure on like interface borders.

Sounds are not moddable at all.

Do not think new terrain art is possible, but you can re-skin old improvements

Wonder paintings is moddable, very easily by just importing a new .dds with the right size measurements.

New leader art can be added, but it's only 2D and we can't make 3D yet.
 
What about adding them in a less elegant way? Like an installer file that dumps the needed assets into the resource folder, rather than the mod doing it? It's not pretty but it's something. Or are you not even able to reference custom assets even if they are in the base folder in some cases?
