What do the unpopulated urban tiles that you settle represent?

The city sites that have no Barbarians or Tribes on them but already have many connected "Urban" Tiles - what do they actually represent?

• Abandoned settlements?
• Simply suitable locations and the urban tiles in the map are not really urban areas until someone actually settles there?
• Peaceful tribes that welcome your Settlers and willingly join your empire? Wouldn't the Settler be more of a "Diplomat" of sorts if that's the case?
