Ouch, why?! Barracks and Theocracy can get you two promotions very early, so you could quickly include a medic in your stack, etc. And I certainly use this when going to war. I'm not building buildings (ouch... ) so Organized Religion is useless at that point - and has a high upkeep - and you'd probably get Theocracy before Pacifism, thus making it the only usefull Religion civic. Even if you get Philo fast, you might want to consider switching from Pacifism in times of war, you get +2 exp. and there's no additional cost for the new units you produce (due to Pacifism).
Once you've finished the war (or are pretty sure you won't need many extra units) you could switch back to OR to spread your religion and build your infrastructure in the new cities. Then switch to Pacifism if needed. Granted, that means more Anarchy turns, but the benefits seem to outweight this.
