What does "Can't forget the cruel oppression..."

Hey Guys and Gals,
I was wondering what specifically it means when my citizens are unhappy because "We cannot forget the cruel oppression you have brought down upon us"

All my cities were happily humming along, when a couple of civs demand stuff from me, I refuse, they declare war, and the next turn all my cites go into disorder with the reason stated above.

Can anybody please clarify why this is happening.

That would be the consequences of Forced Labor. B/c forced labor (Hurrying Production in Despot/Communism) gives a looong penalty, your citizens were contented with luxuries and/or no war until you did go to war, so they were no longer content.

That's the only explanation I can come up with.
