What does the cede peace deal do?

If your enemy doesn't cede it to you in a peace deal, that city's status will be marked as "occupied" and will never grow.
 
As above. Remember that districts cost more to build as you tech up, so it's easier to build a city in classical age than Renaissance, for instance. So, the cede diplomacy is a way to counteract aggressive warmongering. You can either have a city with no ability to grow until the original owner cedes it (or is completely wiped off the map), or raze it and rebuild from scratch a city that might cost quite a lot.
 
Hmm, never noticed that it persisted after the war. Although I suppose I tend to wipe out AI's to cut down some of the denouncement spam.
 
Captured cities grow after the peace treaty whether or not the original owner ceded them. There may be diplomatic issues in keeping non-ceded cities, but I didn't notice them, other than being denounced as a warmonger just a few turns after the peace deal.
 
I don't know if this whole system is bugged, but I've heard people say they stay occupied, while that has never happened to me. They always get back to normal and start growing immediately after a peace deal, even if not ceded.

The only time I've seen cities remain occupied is if I conquer a city and make a peace treaty before the keep/raze city screen shows up. In that case the city isn't even shown on the trade screen when the peace treaty is signed and I have to decide to keep them after the peace treaty, which puts them into occupied status.
 
As far as I know, captured cities will grow after a peace deal, whether their original owner officially ceded them or not. So there is currently no difference between a peace treaty with no strings attached and a peace treaty where occupied cities are officially ceded. Other than the fact that the AI will sometimes accept one and not the other. This is probably not intended.
 
I agree that non-ceded cities were intended to remain in occupied status after a peace deal. On the other hand, I don't believe the developers intended that Frederick with three newer cities left would offer peace terms that ceded only 2 of 5 cities captured, all my gold (1200) and 750 gpt when I was only getting about +130 gpt (instant bankruptcy for me). I took two more of his cities, leaving him just one and he finally dropped the huge 750 gpt requirement and gave a small lump sum and 30 gpt instead, but still wouldn't cede any more than 2 cities, now out of 7 captured. It would have been child's play to capture his last very new city, but I wanted him to survive to provide foreign tourists for my Cultural Victory.
 
Yeah, ceded or not, cities become unoccupied after a war has ended. I've been in many...many wars, and haven't seen a city that can't grow once peace is declared. I never ask for the AI to cede cities because I haven't seen a reason to. It's just another dozen things to add the peace deal and is just a waste of time adding them all in. (I'm a really lazy warmonger.)

I can't say 100%, but the way I understand it, foreign tourists doesn't work that way. If you eliminate a civ completely, all the foreign tourists you've generated from them just come from a different civ instead and you don't lose anything. I read that somewhere on these forums, but I've never tested it myself to say for sure though.

I think the only difference is a diplomatic penalty and I guess it allow the AI to declare a reconquest war, if they cede the city is yours so reconquest war for that city isn't allowed anymore. At least this is how it is supposed to work, I didn't had a chance to test yet.
 
I think the intended purpose is so they don't denounce you after so long for occupying the city any more..... or rather if a peace deal is made they shouldn't denounce at all for giving the city up in the trade. However for me they denounce me throughout the rest of the game for it and it's frustrating......

Yes, that is probably true.

I reduced Frederick down to one small city, yet foreign tourists from Germany never declined. I suspect that if their leader still controls at least one city, foreign tourists will still come from their other cities even though captured and controlled by the player (you). That's just my speculation while I was playing. No code diving to back it up.
 
What typically happens for me is they are no growth until cede peace. Then after cede peace they grow normally but the original owner periodically denounces me because I "occupy one of their cities"........either that's a bug or I don't understand how its supposed to work. Even after they have agreed to cede a city, I have a -18 modifier with them for occupying one of their cities.

I think it's a bugs because alas they shouldn't cry if they gave you the city like 300 turns ago.. I think the bugs floats with converting cities to a said religion as well.

Did you check though? I mean, the number of accumulated tourism points do not get reduced but did you still get foreign tourists from conquered German cities, every turn? That sounds strange to me...

Throughout my war campaign against Frederick, his domestic tourists remained steady and his tourists that came to my empire (foriegn tourists) increased steadily, while his number of cities decreased from 8 down to a single new 2 Pop city. Frederick was only willing to cede two cities of the seven I captured in the peace deal.

I don't know how else to explain the steady numbers of German tourists other than most of them came from German cities that I'm occupying.

In Civ 6 "Occupation Status" ends at a city the moment you declare peace with that cities former owner. This is true whether the city has been ceded or not. The former owner will denounce you either way, he will be able to launch a re-conquest war either way.

I suspect there was/is supposed to be some extra functionality around this but it's simply not in the game currently and ceding desn't not make any difference to anything. Unless it affects diplo modifier slightly but even that is unimportanr because the actual result is that they will hate you in either case. Exactly how much they hate you becomes irrelevant at that point.
 
I have had cities not grow after conquering them (Nidaros from the Vikings is one I definitely remember). I couldn't get it to grow until another war with him and I was able to conquer more cities and get all the cities ceded. Usually my cities grow, however.

I'm guessing this is just buggy then? I'd like to know the exact intended mechanics of this.

I also get the I'm occupying one of their cities denouncement even if they cede the city which I don't think is right. Surely that is a bug.
