what happens when a city state becomes larger than a regular civ

I believe it was stated by one of the devs that it is in fact possible for city states to conquer and hence capture other cities. However it will probably be uncommon and they can't actively build new cities.

I'm unsure if they've changed this rule more recently, and I think it's highly unlikely that a city state will reach 10 cities even if it technically can, but I say give the OP a break. Not everyone here follows the details of all the game mechanics semi-religiously.
 
Even a 10 cities City-State would be easy to conquer because as we know City-States install puppets. And from the manual p.74 "...it creates no new
units or wonders at all."
So, no new units. A City-State can only produce units in one city, this makes defending the City-State Empire very difficult.
 
ok so look: city-states are never gonna grow beyond that single city, they won't build a new city, they won't conquer other cities, nor they gonna blow up. they are like they have been set to one-city challenge, and are just there to grease diplomacy between civs...
 
Perhaps Firaxis could learn a thing or two from the revolution mod, and if a city state expands, it can turn into a full fledged empire
 
those are all fine answers. I'll wear that dunce hat because I didn't know that. I appreciate people who actually understand the question and can actually provide a truthful answer. From what I got is that the odds of a city state acquiring said cities is unlikely, therefor I shouldn't worry about it.

If it happens, it'll likely be an militaristic city-state that you pissed off, and even then only if your cities are poorly defended.
