what is little white star next to city name?

i see a little white star sometimes where a city shows its religion icons, etc. what is that little white star?!

The grey-white stars mean "secondary capitol", like the Forbidden Palace or Versailles. Note that Versailles is an excellent place to start an invasion, because your maintenance will be cheap.

That's a more of a little yellow star in the corner of a religion icon.

Dr. Null has the correct answer; a silver-starred city contains either the Forbidden Palace or Versailles. I am not sure if enemy forbidden palaces show up or not (their Versailles' city WILL show up with the star though).

My theory has been that the big capital gets a big star and a little capital gets a little star. That way the bureaucrats can find their way to work each morning.
