What is the piint of the UNWRA?

Take the Syrian refugee crisis. Currently there are two organisations there that are looking after refugees, the UNHCR and the UNWRA, but only one is actively trying to resettle, that is the UNHCR. We have a silly situation where both groups are needy asw a result of the Syrian civil war and yet one group is actively being helped to get out of the mess and yet those under the the UNWRA are stuck in the same situation with no prospect of being helped out. Why is this that both are refugees and yet they are treated differently?

What is the piint of the YMCA? The organization exists, but is not in Syria working on resettlement.

Can you link us to an article expanding on this? Is there a situation where UNRWA is impeding the efforts of the UNHCR, or vis versa? On the face of it, the two organisations seem to have two different mandates.
