What is the "Telescope Guy"

there is some sort of telescope guy. There's no video timer that I can see, but it's about 2/5 of the way through the video when they are showing the missionary.

Anyone know what this unit is? Can you face people in whatever direction you want? He's aimed toward outside the border area.

Jesse was talking about Great People when this telescope guy was on the screen, so my vote go for a Great Scientist too.

Looked like there were multiple units of that type around but that could have been for the demo. I think its a Scientist maybe Copernicus, an explorer would have a spyglass, not a telescope.
