What should I do story-wise for my next game?

Hello, everyone! As I recently mentioned in the hosting Queue, I'm hosting a sequel to my much-beloved, award-winning game from early 2014 The League of EEEEEVIL!!! (Okay, so it isn't actually award-winning, but if there had been Mafia Awards for 2014, it probably would have won something!)

I'm currently in the early stages of this, and have several ideas for where to go with the story, but I'm not quite sure what I want to go with yet.

So I figured, why not ask you guys for some advice?

For Reference, here's the story so far:

The Beginning of the first game

The End of the first game

Here's my ideas so far:

Option 1: The Ordinary Sequel: Similar to the last game. The town is a bunch of cartoon villains, the mafia are the heroes. There may or may not be other factions. Could feature characters from the last game, even ones that died (hey, cartoon villains come back from the dead all the time!), as well as new characters that didn't feature in the last game.

Story for option 1: Despite the victory of evil in the first game, the forces of Good would not stay down forever, and still fight on in rebellion against the new Evil Overlord of the World, Megatron, and his underlings, The Shredder and Denzel Crocker. Now, they may finally have a chance to turn the tide and bring the world out of this darkness. But there is much danger, some that they might not have forseen...

Option 2: The Perspective Flip: Same as option 1, only now the town is the heroes and the mafia are the villains. Hey, only 3 villains actually survived the first game, and there still has to be plenty of heroes out there, right?

Story for option 2: Basically the same as the story for option 1.

Option 3: The Gritty Reboot: Basically re-uses the story from the last game, pretends it never happened, but mixes things up a bit, like some new characters and new abilities and stuff. I could mix it with option 2 and make the heroes the town and the villains the mafia.

Story for option 3: What part of "Reboot" are you not getting?

Option 4: The Multiverse Shift: Instead of the group of fiction I took my characters from in my last game (What TvTropes Wiki would call Western Animation, mostly from the past 20 years or so), I take the heroes and villains from some other medium- like comic books, or anime, or video games (probably not the last one, since Chaotix already did that and I could never even come close to living up to that). I could even pull from more than one of those, if it came down to it. This one is pretty wide open, and I don't know what I'd do with it as much as I know what I'd do with the others, so I probably won't go with this one, but I figured I'd throw it out there anyway. Perhaps I could do something like this if I continue the series after part two?

Option 5: Other: If you have some other idea for me that you want to throw out there, go right ahead! I'd love to hear it.
