What world setting is better for polder construction?

Hot for less tundra & more desert. Flood plains is Desert tiles that end up next to a river.
 
You could just try the sandstorm map.
 
No you don't want marches. On marches, it's just a good tile improvement. To experience the real power of oplders you need a desert start with river, hills, petra and DF.
 
Desert is increased only by the "hot" setting. The wet-dry doesn't factor into it at all.

Whereas, I believe that Marshes are increased only by the "wet" setting.

So for a map with the most Deserts and Marshes, you should go Hot-Wet-5million age. Also I have noticed that larger maps have more of the same terrain-type in the same area, so if you're not otherwise opposed to it, a Large or Huge map will give you a Capital with the most Polder squares in it.

And clearly, the Flood Plains start > Marsh Start. Not only is it one more Food, but Desert starts are just OP thx to Desert Folklore. For that, there's a mod called "Really Advanced Setup" that allows you to give your Civ a start bias (among other things). Although be warned, mods will disable achievements and non-random starts are a bit taboo among certain players.
 
Is there a historical basis for Polders on flood plains? Or is it just a logical conclusion of "controlled flooding" that the Dutch practice? I ask because the Dutch in marshes are a hard start to a city, but the Dutch in Flood Plains make Flood Plains ridiculous.
 
A Dry Inland Sea map will net you a lot of flood plains. Turn off start biases so you don't get stuck being forced into a mediocre grassland start (Inland Sea is like ticking off Legendary Start for tiles in general and not just resources).
 
I started a game last night on "Sandstorm," and holy crap! Coupled with Desert Folklore, Petra, and a ton of polders, I'm unstoppable.
