I been tinkering with both in CIV4Col and can't seem to figure out this. Do they work together or something cause I know fScale determines the size of the Unit in the game world but how does finterfaceScale effect it?
I could be wrong, but I am pretty sure that the interface scale determines the size of the unit in the civilopedia, and in the city screen. I don't know for a fact though. I think this also applies to buildings too.

Exactly this + the unit graphic in the lower left corner of the interface.
Notice that these are not independent of each other, the fInterfaceScale is applied after the fScale, so assume you have an unit of size "X", a fScale of "3" and an fInterfaceScale of "2", then the unit would show up thrice as big on the world map than its inherent size X (which can wildly differ!) and six times as big on the various screens (3 * 2).
