What's with the exclusive civics?

Looking over the civic chart, I see that we'll have to choose between Representation and Universal Suffrage, as well as Nationhood and Freedom of Speech. Last time I checked, these concepts weren't mutually exclusive. Why are they exclusive states in CivIV?

Nationhood probably represent to some extent ULTRAnationalism; that is to say, heavy propaganda advertising the state, etc; those who question policies are branded as traitors, and so forth. At least that would be my guess.

Representation probably is a more limited form of democracy, where fewer people are able to influence decisions.

I agree w/Oda. Representation<Universal Sufferage. Also, Nationhood and Freedom of speech could be seriously at odds. We can't stick too hard to our connotations of these words, everything has to be generalized and simplified.

Always remeber, it's a game, not real life. There have to be trade-offs or there are no strategic decisions.
