Where's my Palace View?

I've been doing some travling lately and dusted off my rather ancient laptop and CivIII for entertainement. I eventually realized that the game I'm currently playing is not giving me palace builds, palace view (the turn/unit box on the lower right has no "P" on it), arial views when I complete wonders nor the option to Arial View cities when I right-click. I opened an old saved game and was able to do these things, and I can not find options that enable them on the in game options screen or the game start up options screens. I am playing Conquests version 1.22.

Thoughts?

Still, why can't you have the palace view in a scenario without any rule modification ? And the city view ? If the rules are changed the game may not display things correctly, but if not ?

Nope, I haven't seen a single code which enables it, sorry.
