Which fantasy 'evil' race is the most interesting one?

I like Orcs, in all their incarnations, from barbarians to twisted servants of evil.

Except Warcraft, they just got... weird.

Those Orcish cities remind me on Orcish cities in Age of Wonders. You can also take cities of Dark Elves from that game and try to make some that look alike. Check other races and their cities in that game and maybe you will come to idea to recreate them all in some nice Civ mod. Good work anyway.
